state child welfare agencies must act swiftly when a child in foster care goes missing.<\/p>\n The Preventing Trafficking and Strengthening Families Act of 2014 requires that agencies \u201creport immediately, and in no case later than 24 hours\u201d every missing or abducted foster child to both law enforcement and the National Center for Missing & Exploited Children (NCMEC).<\/p>\n In practice, that means filing a police report so the child is entered into the FBI\u2019s national missing persons database (NCIC), and alerting NCMEC, the congressionally authorized clearinghouse that assists in locating missing kids.<\/p>\n Yet in reality, compliance with these safety protocols has been alarmingly spotty.<\/p>\n In 2023, a federal audit by the U.S. Department of Health and Human Services\u2019 Inspector General revealed systemic failures in how states respond when foster youth go missing.<\/p>\n Examining data from 74,000 missing child incidents across 46 states, auditors estimated that state agencies failed to report roughly 34,800 cases of missing foster kids to NCMEC as required.<\/p>\n In other words, barely one-third of missing foster children were properly reported to the national system designed to help find them.<\/p>\n About 47% of cases, an estimated 34,869 children, were never reported at all, and another 22% were reported only after significant delays.<\/p>\n Some children languished missing for months or years without the mandated alerts.<\/p>\n \u201cState agencies that do not properly report missing children episodes to NCMEC increase the risk that the children may not be safely and swiftly recovered,\u201d the HHS Inspector General warned in the report.<\/p>\n The average age of foster kids who go missing is around 15 years old, and Like her, many foster kids on the run are trying to escape harm.<\/p>\n Others may be \u201crunning to\u201d someone, such as a trafficker or exploiter who has groomed them, or a combination of both, notes Amy Robins, a forensic services director in Missouri.<\/p>\n The stakes are extraordinarily high.<\/p>\n Research indicates that children who run away from foster care face serious risks of criminal victimization and exploitation.<\/p>\n NCMEC estimates that 60% of child sex trafficking victims who ran away had been in foster care or social services custody prior to their exploitation.<\/p>\n \u201cThe foster care system is wrought with a lot of difficulties,\u201d said Ga\u00e9tane Borders, president of Peas In Their Pods, a nonprofit that advocates for missing children of color.<\/p>\n \u201cWhen you add that to the complexities of missing children\u2026and how that intersects with human trafficking and exploitation, it is honestly a complete mess.\u201d<\/p>\n In short, foster youth who disappear are among the most vulnerable children in the country.<\/p>\n Every day they remain missing, their odds of abuse, trafficking, or worse multiply.<\/p>\n High-profile failures in several states have spotlighted the lack of oversight for missing foster youth.<\/p>\n In Missouri, for example, a federal audit released in 2021 found that 978 children went missing from Missouri\u2019s foster care system in 2019 alone.<\/p>\n Nearly half of the cases reviewed weren\u2019t reported to either law enforcement or NCMEC as required.<\/p>\n \u201cThere needs to be more oversight and accountability for checking in on these kids that are in out of home placements,\u201d said Jessica Seitz, executive director of Missouri KidsFirst, a child abuse prevention nonprofit.<\/p>\n Missouri\u2019s child welfare agency vowed improvements after the audit, but the revelations were \u201cdamning,\u201d according to lawmakers, and mirrored problems seen elsewhere.<\/p>\n In Georgia, a recent investigation uncovered a similarly dire situation.<\/p>\n A new analysis by NCMEC, part of a U.S. Senate subcommittee\u2019s probe into Georgia\u2019s foster care system, found that nearly 1,800 children in Georgia state care went missing between 2018 and 2022.<\/p>\n More than 20% of those missing kids were likely trafficked, according to testimony by Samantha Sahl, who leads NCMEC\u2019s child trafficking recovery services team.<\/p>\n These findings emerged during a Senate hearing in October 2023 that scrutinized Georgia\u2019s Division of Family & Children Services (DFCS).<\/p>\n Senator Jon Ossoff of Georgia described \u201cpervasive abuse and neglect of vulnerable children\u201d in the state\u2019s foster system and has since introduced bipartisan legislation to strengthen federal oversight of state child welfare agencies.<\/p>\n The federal response to these revelations has begun to ramp up.<\/p>\n The Administration for Children and Families (ACF), the HHS agency that oversees state foster care programs, said it is taking steps to ensure missing child reporting rules are followed. After the Inspector General\u2019s March 2023 audit, ACF reminded all states of the 24-hour reporting requirement and issued new guidance highlighting resources on human trafficking and missing youth.<\/p>\n It also hosted webinars and training modules on safety planning for at-risk foster children, and on improving responses when kids go missing.<\/p>\n The federal agency pledged additional technical assistance to help states build better tracking systems and compliance monitoring.<\/p>\n In some states, auditors found child welfare databases simply lacked any field to note whether a missing child had been reported to NCMEC, making it difficult for supervisors to catch reporting lapses.<\/p>\n In a few cases, state policies were out-of-step with federal law, for instance, some agencies had misguided rules not to report missing foster youth who were nearly 18 years old, or they required bureaucratic steps that delayed reporting. claimed that on a regular basis throughout childhood, they were raped by their fathers and other adults, plus made to witness their pets, siblings and friends tortured and killed in candle lit ceremonial circles filled with black robed Pedophile Monsters.<\/p>\n For over a year and then later for over thirty years, different SRA Survivors and I gathered evidence of horrendous Crimes Against Children and presented it to various police departments, county sheriffs; all the way up to the Utah Attorney General\u2019s office and then on to investigative authorities in other states.<\/p>\n Sometimes cases were opened, sometimes not. The bottom line was that nothing ever really happened with the investigations.<\/p>\n I didn\u2019t even find an investigator Well, \u201cLater\u201d never happened.<\/p>\n Perpetrators had too much power, too many political connections and were never charged. Cases were quickly closed.<\/p>\n I appealed to fellow therapists and professional organizations.<\/p>\n Although there were brave souls out there doing what they could to help SRA Survivors heal, most didn\u2019t want to admit the torture of children was going on.<\/p>\n They won\u2019t even write the words \u201cSatanic Ritual Abuse\u201d in their professional studies, or say the censored words at seminars.<\/p>\n Very few would lecture on the subject.<\/p>\n Most professionals don\u2019t want to speak out, much less hear about the ritual abuse of children so severe it fractured the young mind\u2019s thinking patterns into Dissociation, more commonly known as multiple personalities.<\/p>\n My research revealed that the American Psychiatric Association was founded and likely still run by perpetrators.<\/p>\n I suspect other mental health professional organizations were, too.<\/p>\n >Their philosophy appeared to be set on denying the existence of the Satanic Ritual Abuse of children that had seeped into every facet of the Mental Health Community.<\/p>\n So much so that it was common for many SRA Survivors to claim having been mentally abused and drugged up by their own, although sometimes well meaning, therapists.<\/p>\n The International and National Mental Health systems which employed and trained those therapists knew all about CIA Mind Control \u2013 they were founded on it.<\/p>\n At one point I became so discouraged I literally put all of my information in a very large box and placed it on the cold cement basement floor under the stairs where it couldn\u2019t be seen and I could forget it \u2013 that too, didn\u2019t happen.<\/p>\n Over thirty years later I find myself out there still pushing to unveil unbelievable child abuse.<\/p>\n Thus, I understand readers who don\u2019t want to read about, or listen to those tortuous survivor stories \u2013 who wish to put the grotesque truth in the back of their mind and forget; those who want to pretend that the ritual abuse of innocent children couldn\u2019t possibly be going on \u2013 and happening right next door.<\/p>\n But, that kind of forgetting doesn\u2019t work either. No moral person could rightfully put out of their mind that children were being tortured, raped and killed all around them for the sick pleasures of Satan Worshippers \u2013 who also lived all around them \u2013 even were spiritual and political leaders in their own communities.<\/p>\n The fact was that every day, every hour, every minute and all around the World, innocent children were being abused in honor of Satan.<\/p>\n The mentally deranged leaders in our society got away with it and protected their fellow Satanists because those rich perpetrators held a whole lot of power, while
